A quick question! Who’s the first name that comes to mind when the periodic table is mentioned? Dmitrii Ivanovich Mendeleev is the obvious and universal answer. And the second name? Most of you would probably agree with my answer: Eric R. Scerri, Lecturer in Chemistry and History and Philosophy of Science at the University of California, Los Angeles, and founding editor of this journal, devoted to the philosophy of chemistry, another of his specialties.Through the years I have followed Scerri’s work (...) on the periodic table, reading his numerous articles and reviewing his two previous books (Scerri 2007; Laing and Kauffman 2007; Scerri 2009; Kauffman 2011). In his latest book he comprehensively but succinctly examines this true cultural iconic symbol of science that is used by artists, advertisers, and of course, scientists in all fields. La récente étude du R.P. Dubarle sur la dialectique hégélienne est trop riche pour être discutée ici dans son ensemble. Nous nous contentons par conséquent d'en relever une seule thèse, celle précisément qui rattache la philosophie moderne, ou plus exactement certaines des philosophies modernes, à la distinction entre la raison et l'entendement, qui s'est progressivement substituée au cours du XVIe s., du XVIIe s. et du XVIIIe s. à l'ancienne distinction, élaborée déjà par la Grèce antique, entre l'intellect et la (...) raison. Cette thèse joue un rôle fondamental dans l'étude du R.P. Dubarle qui se propose en dernier lieu la formalisation non pas de la logique hégélienne mais de la logique des termes inspirée par l'œuvre de Hegel. Nous ne discuterons pas ici la réalisation de ce projet. Notre propos présent n'est qu'une interrogation sur la correction de la présentation dubarlienne de la distinction en question, une confrontation, en rapport avec celle-ci, entre ce qu'on peut appeler « la philosophie de la raison » et « la philosophie de l'intellect », et, en conséquence, une suggestion sur la voie à suivre pour construire la théorie de la philosophie: la métaphilosophie. Swerve, however, has a connotation of suddenness. It is a movement which is made to avoid an otherwise inevitable impact. Drift, on the other hand, is the unleashing of something which is then allowed to follow a more complex series of forces. These forces now come from within as well as without. It is no longer tethered; now following tides, winds, flows or pitched slopes, now acting on its own. We are not atoms in freefall. Our attention long ago pulled us from this precipitous descent. We now live, ourselves, as one of the many forces. In the drift, as with the gaze, there is an ease. ‘Ease is the proper name of this unrepresentable space.’ It is the space nearest, the next, the neighboring space. To occupy this space requires a turn, a shift or a drift. It cannot be reached by proceeding straight ahead. ‘..the space adjacent, the empty place where each can move freely, in a semantic constellation where spatial proximity borders on opportune time (ad-agio, moving at ease) and convenience borders on the correct relation.’ 3 Intention always seeks to straighten this line, to make it less complex, to isolate the point of departure and the desired destination. It believes there can be two points and, between them, there must be a straight line. Can there be? Maybe. Must there be? Never. Straight lines may exist, but they can never be followed to the finish. After leaving this point, we will never reach that one without being buffeted at least a little — at least the least. One foot in front of the other, this is a very restrictive dance, less even than a two-step. Straight lines lead only to lost intentions, being the shortest and quickest way to get there. When attention drifts it slowly turns away from the intended target, leaving it for something which pulls the attention away. Now we are for a moment free; all at once we can pivot, now we can waltz. Drifting along the page, deriving from what is seen. Reading is seeing; the movement of the eyes as they drift. Reading in the eyes what has been seen, what has been derived from the act of reading. Reading eyes drift back and forth down the page, now and then jump back and forth, up to the top, one word, back down, quickly a few pages back, now gaze out towards the horizon. When attention drifts it is the gaze that follows. Our attention is not restricted to the path the words follow, but links them together; deriving what is to be seen, rather than read. L’essor actuel de la psychologie morale dans les études de philologie classique ne constitue pas un phénomène surprenant. Très nombreux et très variés, ces travaux accompagnent le remarquable développement de la réflexion philosophique contemporaine sur l’action, la décision, la délibération et en général tout ce qui concerne la structure subjective de la vie morale. On peut en faire remonter le point de départ au livre toujours important de Bruno Snell, mais également aux travaux de E. R. Dodds et de A. (...) W. H. Adkins. La recherche de Snell mettait en œuvre, pour la première fois de manière systématique, une analyse philosophique de la littérature grecque, pour tenter de dégager la conception archaïque du sujet et de la vertu et exposer sa transformation dans la philosophie de l’âge classique. Plusieurs thèses de ce livre central sont aujourd’hui abandonnées, d’autres ont été renforcées par la recherche subséquente et on peut compter au nombre des témoins les plus significatifs du travail de Snell la mise en chantier, en collaboration avec une équipe remarquable, de son lexique conceptuel de la pensée archaïque. Ce lexique est devenu l’outil indispensable de la philologie préclassique. (shrink)

Cette nouvelle dition propose une pr sentation tr s respecteuse de la pens e originale de l'auteur, elle pr cise dans quelles circonstances les divers l ments du livre furent successivement publi s et retrace son volution depuis les articles HOMME (Morale) et INSTINCT de l'Encyclop die jusqu' l' dition compl te de 1802. L'introduction situe les Lettresdans l'uvre de (...) Le Roy qui, comptant l' criture parmi ses activit s, fut d'autant plus m l aux conflits d'id es de l' poque. Des documents in dits permettent d' tablir avec exactitude combien Le Roy a su mettre profit ses fonctions de lieutenant des chasses des Parcs de Versailles pour exercer ses talents d'auteur. A la lumi re de divers autres documents, et parmi eux des in dits, il appara t que Le Roy fr quentait quelques-uns des penseurs les plus connus de l' poque (Condillac, Buffon, Diderot, Helv tius, d'Holbach), ainsi que des personnalit s de la haute soci t (en particulier Mme de Marchais), deux mondes don't l'influence est perceptible dans les Lettres sur les animaux. Celles-ci font cho non seulement aux crivains que leur auteur connaissit personnellement, mais aussi aux nombreux autres qu'il avait lus, notamment Montesquieu, Voltaire, Rousseau. A number of observations have led researchers to postulate that, despite being replication‐defective, human endogenous retroviruses (HERVs) may have retained the potential to cause or contribute to disease. However, mechanisms of HERV pathogenicity might differ substantially from those of modern infectious retroviruses or of the infectious precursors of HERVs. Therefore, novel pathways of HERV involvement in disease pathogenesis should be investigated. Recent technological advances in sequencing and bioinformatics are making this task increasingly feasible. The accumulating knowledge of HERV biology may (...) also facilitate the definition and general acceptance of criteria that establish HERV pathogenicity. Here, we explore possible mechanisms whereby HERVs may cause disease and examine the evidence that either has been or should be obtained in order to decisively address the pathogenic potential of HERVs. “Towards a Theory of Taxation” is a proper theme for an Englishman to take when giving a paper in America. After all it was from the absence of such a theory that the United States derived its existence. The Colonists felt strongly that there should be no taxation without representation, and George III was unable to explain to them convincingly why they should contribute to the cost of their defense. Since that time, understanding has not advanced much. In Britain (...) we still maintain the fiction that taxes are a voluntary gift to the Crown, and taxing statutes are given the Royal Assent with the special formula, “La Reine remercie ses bons sujets, accepte leur benevolence, et ainsi le veult” instead of the simple “La Reine le veult,” and in the United States taxes have regularly been levied on residents of the District of Columbia who until recently had no representation in Congress, and by the State of New York on those who worked but did not reside in the State, and so did not have a vote. Taxes are regularly levied, in America as elsewhere, on those who have no say on whether they should be levied or how they should be spent. I am taxed by the Federal Government on my American earnings and by state governments on my American spending, but I should be hard put to it to make out that it was unjust. Florida is wondering whether to follow California in taxing multinational corporations on their world-wide earnings. (shrink)

Whatever else one might say concerning the legality, morality, and prudence of his actions, Edward Snowden, the former U.S. National Security Agency contractor, is right about the notion of publicity and informed consent, which together constitute the hallmark of democratic public policy. In order to be morally justifiable, any strategy or policy involving the body politic must be one to which it would voluntarily assent when fully informed about it. This, in essence, was Snowden's argument for leaking, in June 2013, (...) the documents that revealed the massive NSA surveillance program: So long as there's broad support amongst a people, it can be argued there's a level of legitimacy even to the most invasive and morally wrong program, as it was an informed and willing decision.... However, programs that are implemented in secret, out of public oversight, lack that legitimacy, and that's a problem. It also represents a dangerous normalization of “governing in the dark,” where decisions with enormous public impact occur without any public input. (shrink)

This article, an introduction to a special issue of the Journal of Military Ethics devoted to emerging military technologies, elaborates the present status of certain predictions about the future of warfare and combat made by postmodern essayist, Umberto Eco, during the First Gulf War in 1991. The development of military robotics, innovations in nanotechnology, prospects for the biological, psychological, and neurological ?enhancement? of combatants themselves, combined with the increasing use of nonlethal weapons and the advent of cyber warfare, have operationalized (...) the diffuse, decentralized, ?neoconnectionist? vision of warfare in the post-Clausewitzian, postmodern world that Eco first prophesied. On the one hand, such technologies threaten to make war ever more ubiquitous as the path of least resistance, rather than the option of last resort, for the resolution of political conflict. On the other hand, these same technologies offer prospects for lessening the indiscriminate destructive power of war, and enhance prospects for the evolution from state-centered conventional war, to discriminate law enforcement undertaken by international coalitions of peacekeeping forces. The Modern Synthesis (MS) gene-centered population model of evolution is currently being challenged by the Extended Evolutionary Synthesis (ESS) organism-centered developmental model of evolution. The predictions of the EES are here examined with respect to the arguments of Edward Drinker Cope (1840–1897) for an organism-centered evolutionary process in which organisms both shape and are shaped by their environments such that the activities of the organisms themselves play a role in their own evolution.

From North Korea's recent attacks on Sony to perpetual news reports of successful hackings and criminal theft, cyber conflict has emerged as a major topic of public concern. Yet even as attacks on military, civilian, and commercial targets have escalated, there is not yet a clear set of ethical guidelines that apply to cyber warfare. Indeed, like terrorism, cyber warfare is commonly believed to be a war without rules. Given the prevalence cyber warfare, developing a practical moral code for this (...) new form of conflict is more important than ever. Abstract This article evaluates the ?drive toward greater autonomy? in lethally-armed unmanned systems. Following a summary of the main criticisms and challenges to lethal autonomy, both engineering and ethical, raised by opponents of this effort, the article turns toward solutions or responses that defense industries and military end users might seek to incorporate in design, testing and manufacturing to address these concerns. The way forward encompasses a two-fold testing procedure for reliability incorporating empirical, quantitative benchmarks of performance in compliance with (...) formalized and programmable rules of engagement, and a conception of ?due care? in product liability. This would be designed in analogy with procedures currently followed by well-intentioned governments and militaries with their own (human) military personnel, both to ensure against failure, and to accept responsibility and compensate victims of inadvertent and unintended accidents. The procedure is designed specifically to address objections first posed by Robert Sparrow (2007) and Noel Sharkey (2007), and echoed in P.W. Singer's critically acclaimed Wired for War (2009), that lethal autonomous systems cannot be meaningfully held accountable for commission of war crimes, and thus the development, manufacture, and deployment of such systems would constitute a violation of international law. Shoemaker (1996) presented a priori arguments against the possibility of ‘self-blindness’, or the inability of someone, otherwise intelligent and possessed of mental concepts, to introspect any of her concurrent attitude states. Ironically enough, this seems to be a position that Gopnik (1993) and Carruthers (2006, 2008, 2009a,b) have proposed as not only possible, but as the actual human condition generally! According to this ‘Objectivist’ view, supposed introspection of one's attitudes is not ‘direct’, but an ‘inference’ of precisely the sort we (...) make about the attitudes of others, an inference that has the advantage in our own case of only our own sensory data and memories, our behavior, and of the context we are in; i.e. we are all substantially self- blind. After sorting out a number of methodological and verbal issues, I argue, first, that the a priori arguments against Objectivism don't succeed, and that Gopnik and Carruthers are right to regard the issue as an empirical one. On the other hand, I think they seriously underestimate the difficulty of establishing Objectivism. It is unlikely there is an inferential procedure from the data of pure sensation, behavior and context to the relevant self-attributions that would be as spectacularly reliable as people manifestly seem to be. Moreover, there is a simpler model: the mind very likely consists of a panoply of sub-routines some of whose outputs are ‘tagged’ for their having been so processed, rather in the way that software ‘documents’ are on standard computers. Introspection plausibly consists in a person's simply attending to distinctive constellations of these tags, even though they may lack phenomenal feels. This draws attention to an important independent fact: that much of phenomenology (or ‘what it's like’ to be in a certain state) may be constituted by facts that are not phenomenal. (shrink)

Here we propose a new theory for the origins and evolution of human warfare as a complex social phenomenon involving several behavioral traits, including aggression, risk taking, male bonding, ingroup altruism, outgroup xenophobia, dominance and subordination, and territoriality, all of which are encoded in the human genome. Among the family of great apes only chimpanzees and humans engage in war; consequently, warfare emerged in their immediate common ancestor that lived in patrilocal groups who fought one another for females.
